Non-data aided methods, operate independently of transmitted symbols. They thus may be used for both acquisition and tracking. However, since the data aided methods often have better tracking behavior than the non-data aided methods, it is common to use a non-data aided method in the acquisition phase and switch to a data aided method for tracking.
